Sure, there are many differences between the two countries, Vietnam is currently under a Socialist government and North Korea is a highly centralized communist state. The controls of the nation are under one umbrella so to speak and with that type of structure I can only imagine nonprofits struggling to help anyone, especially with a poor economy.
